DEL VALLE, José Cecilio: Bust at the O.A.S. Bldg in Washington, D.C.

José Cecilio del Valle (November 22, 1780 – March 2, 1834) was a leader of Central American independence and the first president of United Provinces of Central America. He was born in Choluteca, Honduras. In his youth he moved to Guatemala City, where he later studied philosophy and law at the Universidad de San Carlos. Valle authored the Central American Declaration of Independence, declared on 15 September 1821. Central America was soon afterwards annexed to the Mexican Empire of Agustín de Iturbide, and Valle was for a time imprisoned. From February 23 to March 19, 1823 he was foreign minister of the Mexican Empire. Source: Wikipedia
