For extraordinary heroism outstanding courage gallantry in action and distinguished service as commanding officer of the U.s.S. Houston while in action with superior Japanese aerial and surface forces
Captain Rooks was killed in action in the last minutes of the final battle - that of Sunda Strait, Java during the midnight hour of 28 February - 1 March 1942
